Abbott v. Administrative Hearing Board

We are presented with the question of whether the provisions of the Prince Georges County Merit System Ordinance and the County Charter governing employee appeals from administrative disciplinary actions are, when applied to cases involving police officers, preempted by the statewide public general law known as the "Law-Enforcement Officers Bill of Rights."
