This story is based on facts.
In the early 1900s a couple of governors issued . . . frivolous proclamations such as a ban on whistling, evening parties etc. that were imposed on Guam. The Executive General Orders (EGO) were not taken seriously at first by the people, and later they were subjected to paying fines. Then Assistant Secretary of the Navy, Franklin D. Roosevelt and Governor Ivan Wettengel intervened and some EGOs were abolished. 1
Happy Island is about a ban on whistling and how a certain incident changed a young boys point of view about a governors order. His common sense, quick action, and doing the right thing saved a life.
