Offutt v. Montgomery County Board of Education

James Elwood Mulkey was charged in the Circuit Court for Prince Georges County with one count of child abuse and 12 counts of third degree sexual offense. The court granted Mulkeys motion to dismiss the indictment on the ground that the indictment was defective.
