Patterson V. State

Michael R. Patterson was convicted of first-degree sexual abuse of a minor *fn1 in 1988. Based on that conviction, the Alaska Sex Offender Registration Act "ASORA" requires Patterson to periodically register with the nearest police authority. *fn2 An Alaska State Trooper issued Patterson a citation to appear in district court for failing to register as a sex offender because Patterson had not registered with either the state or local police. *fn3
