Walter A. Coller v. City St. Paul and Dual

Taxpayers action in the district court for Ramsey county to annul the award of a contract by defendant city of St. Paul to the defendant Dual Parking Meter Company for the purchase and installation of parking meters and to enjoin defendants from entering into and performing the contract pursuant to the award. After findings upholding the award, Kenneth G. Brill, Judge, plaintiff appealed from the judgment.
