Dean Denning Et Al. v. City Green Bay

One of appellants' actions sought a declaration that a contract between the city of Green Bay and the partnership of Chapel
and Amundsen for the construction of a water pipe line was invalid. The other action sought a declaration that a revenue bond
issue, to provide funds for the construction of the pipe line, was invalid. The actions were consolidated for trial and appeal. The material facts are stated in the opinion.
