THe United States of America and China are fighting for supremacy; economically, militarily and and philosophically. Their presidents, Zhang Jian of China and Enrique Lagunas of the United States are mano a mano, and private investigator Frank McCord is caught between them in their struggle for world hegemony.   Through mistaken idenity, Frank McCord is identified by both great leaders as their would-be assassin and he is targeted by both sides. Assassins run wild in attempts to cover the tracks of plotting Chinese and plotting Americans while the mysterious puppet master of the Tong contrives to outsmart them all.
