A pair of business consultants from Florida, Greg and Harry, are hired by 1600 Pennsylvania Avenue to chase the source of a large quantity of U. S. dollars suddenly appearing in several Caribbean nations. Hundreds of millions of U. S. dollars are involved. Greg had taught summer school at a small North Carolina college years back and had the current President as a room mate, thus the connection with 1600 Pennsylvania Avenue. With the help of the Head of the British Colonial and Foreign Office the search begins. The trail leads to a former U. S. oil refinery on a tourist island in the Caribbean now closed down as a refinery and operated by a subsidiary of a Swiss pharmaceutical company supposedly doing cancer research. The former refinery has its own fleet of supply ships that go from Pakistan via an East African port and Egypt to the Caribbean island with no cargo manifest to explain their reason for existing, especially in light of the fact that all three ships change their names on each leg of their journey. The political intrigue within the governments of six Caribbean island countries twists the plot when it becomes known that several hundred political and private island business executives have all received ‘hush money’ from the refinery operators even though they were not knowingly involved, or at least that was their story.
