a Parks Department employee with a history of violent crime, poses a modern-day dilemma: assuring the public safety as well
as the rehabilitation of former felons to constructive lives within society. In this case we conclude that the City was properly
held liable for the child's injuries, and therefore affirm the Appellate Division order, but on narrower grounds.
