Between 1963 and 1966, the National University of Rwanda received the largest amount of official aid that the Canadian government gave to any of the French-speaking countries of Africa and became one of Canada's largest aid projects overall during the 1960s. Canadian aid for this university in Central Africa was motivated by a complex mixture of humanitarian, political, strategic, and other considerations but the extent of Canada's support for the university reflects above all the influence exerted over the Canadian government and its programme of aid for French Africa by Father Georges-Henri Levesque, a Canadian priest appointed the first Rector of the National University of Rwanda. This article highlights the important role that nongovernmental organizations and individual Canadians played in the design and delivery of Canadian aid programmes during their formative years. De 1963 a 1966, le gouvernement canadien offrait a l'Universite Nationale du Rwanda un volume d'aide officielle plus eleve que ce qu'il offrait a tout autre pays africain francophone. En fait, cette universite est devenue l'un des projets d'aide canadiens les plus importants des annees soixante. Bien que l'appui canadien que recevait cette universite d'Afrique centrale etait en effet le resultat d'un melange complexe de considerations--les facteurs humanitaires, politiques et strategiques--l'importance du projet demontre avant tout l'influence qu'exercait sur le gouvernement canadien le Pere Georges-Henri Levesque, un pretre canadien qui devint le premier recteur de l'Universite Nationale du Rwanda. Cet article vise a souligner le role important que les organisations non gouvernementales et les invididus canadiens ont joue dans la conception et la realisation des programmes d'aide canadiens pendant les premieres annees de ces derniers.
