Introduction This paper examines the intersection between public policy, human resource management, and small business. Specifically, it assesses the impact of equal employment opportunity (EEO) legislation on the mortality rates of small businesses in the United States. The U.S. provides an interesting quasi-experimental research design for this study because federal EEO law exempts employers with fewer than 15 employees, but the EEO laws of many states apply to smaller employers.
