THE Non-co-operation movement has two aspects—negative, and positive. Ours is not, and was never intended to be, a movement for refusing co-operation when asked. We had been co-operating with the British Government for over a century and a half. We have abandoned co-operation as a protest against breaches of faith and promises, as well as for the reason of denial of fundamental rights.
