Child Protection and Neoliberalism Two approaches exist around the provision of welfare and child protection, traditionally the family alone was responsible for child welfare, the other approach incorporates the state as having a role in child protection.. The second school of thought is reflected in the sociologically based post-modernist school which champions the post-World War II welfare state. According to writers such as Pierre Bourdieu, 'welfare policies are the primary vehicles for Governments to help people through change'. (1) By contrast, the North American neoliberal 'Chicago School of Economics' argues that modern economies cannot afford the burden of welfare programs in competitive global markets, and that there is no moral or social obligation for the state to provide support to families.
