Robert Yahara injured his back in the course of his employment with Construction & Rigging, Inc., and sought reemployment benefits under the vocational rehabilitation provisions of the Alaska Workers Compensation Act, AS 23.30.041. The Reemployment Benefits Administrator (R.B.A.) granted Yaharas request for benefits, and the Workers Compensation Board (Board) affirmed the award. The superior court reversed the Board, finding that the medical opinion on which the Board relied did not constitute substantial evidence. We reverse.
