The rebellion has a new enemy, and they're running out of time.

With Tessa on the run, Cat Ubalve and her friends in the underground network are desperate to stop her. Tessa has created a deadly toxin and issued the government an ultimatum: repeal The Proclamation or face devastating consequences.

As panic spreads through Boston, no one knows when or where she will strike. The goverment launches their own frantic search for the terrorist behind the threat, but Tessa seems to always be one step ahead.
