Mr. Silva also seeks to proceed in forma pauperis (ifp) in this appeal. Exercising jurisdiction under 28 U.S.C. § 2253(c)(1), we deny a COA and dismiss the appeal. We also conclude Mr. Silva is not entitled to proceed ifp.
