A city suspends its police department after a series of incidents cause public unrest. While outright anarchy is limited, food supplies grow strained as deliveries are hijacked, and life in parts of the city grinds ever slower.

As a teenager from a poor neighbourhood orchestrates a social media campaign against corporate policing, a gang boss faces unwanted ethical dilemmas keeping his neighbourhood safe from more aggressive predators, and an unemployed police detective is pulled back into hunting a serial killer, the city learns whether law can exist without anyone to enforce it.
