Abstract Activation of welfare benefits rests on the hypothesis that employment and training are more effective and efficient remedies to poverty than income transfers. The Belgian TOK-programme provides an example where investments in human capital through combined labour market services can prevent longer-term dependence on benefits. A cost-benefit analysis indicates the potential gains as well as their distribution. The conclusions provide strong arguments for increased subsidies to project promoters.
