जैसा कि पुस्तक के शीर्षक से प्रतीत होता है, यह पुस्तक उत्तराखंड के पूर्व मुख्यमंत्री व पौड़ी गढ़वाल के सांसद तीरथ सिंह रावतजी के मुख्यमंत्री काल पर आधारित है। इस पुस्तक में न केवल तीरथजी के मुख्यमंत्री कार्यकाल के बारे में विस्तार से लिखा गया है बल्कि उनके मुख्यमंत्री बनने के कारणों पर प्रकाश डालते हुए इस पहाड़ी राज्य की राजनीति पर भी विस्तृत चर्चा की गई है। इसके साथ ही उनके मुख्यमंत्री पद से इस्तीफे के कारणों पर भी अच्छी तरह से प्रकाश डाला गया है। साथ ही बताया गया है कि असंभव से प्रतीत हो रहे कुंभ मेले को भव्यता से संपन्न कराने की प्रशंसा की बजाय उन्हें कोरोना फैलाने का दोषी दिखाने का प्रयास किया गया। परंतु जब धीरे-धीरे कोरोना की दूसरी लहर पर भी नकेल डाल दी गई तो दूसरे कारणों से उन्हें बदनाम करने की साजिश रची जाने लगी। हालाँकि अपने दृढ़ निश्चय और कर्तव्यपरायण व्यक्तित्व के कारण मुख्यमंत्री तीरथ सिंह रावत ने अपने कार्यों से सभी आलोचकों की बोलती बंद कर दी; लेकिन फ़िर भी सीधे-सादे और प्रदेश की बेहतरी चाहनेवाले तीरथजी ने राजनीति की चालबाजी में पड़ने की बजाय पद से इस्तीफा देना ज्यादा उचित समझा।
