The arrest of Abdirahman Ali Gaal in Montreal after his flight was barred from U.S. airspace shows the continuing evolution of federal watch list procedures, writes Newsweek reporter Mark Hosenball. Though officials say Gaal's name was on a watch list, he was allowed to board an Aeromexico flight in Paris because the aircraft was not scheduled to land in the U.S., but merely fly through U.S. airspace. The Department of Homeland Security hoped to have procedures in place by year's end for screening all passengers transiting U.S. airspace, but sources say that deadline looks unlikely. Jun 3, 2010
