The Touhy Gang proved to be a more than competent adversary for Al Capone in his quest to dominate bootlegging and liquor trafficking in Chicago during the 1920s and 1930s. The Touhys were led by Roger the Terrible Touhy and were also very involved in bootlegging and liquor. When Capone found that he could not eliminate the Touhy Gang through bullets he decided to frame them by plotting a kidnapping which was blamed on the rival gangsters, causing them to serve prison extended prison terms.
