Introduction Nearly 20 years after agreeing to do so in principle (United Nations 1992), the Commonwealth Government has recently passed legislation to introduce a price on greenhouse gas emissions. The Clean Energy Legislation will commence on 1 July 2012 and introduce a price of $23 per tonne on carbon dioxide equivalent greenhouse gas. This price will rise by five per cent per year until 1 July 2015 (Clean Energy Exposure Bill 2011 Exposure Draft: 112), after which the carbon price will be set in the market created by the Clean Energy Act for pollution permits (ibid: 5).
