In December 1995 the House of Commons officially recognized February as Black History Month after the motion was introduced by the Honourable Jean Augustine, the first black Canadian woman elected to Parliament. The motion was passed unanimously. One of the giants of Canadian black history is Dr. Anderson Ruffin Abbott, the first Canadian-born person of African descent to be licensed as a physician. Abbott was also one of the thousands of Canadians who served in the Union Army during the American Civil War. If ever Canada was looking to celebrate her Black heritage through erection of a statue, it would be Dr. Anderson Ruffin Abbott.
