Exploring Avenues to Increase Survivability

In this short paper we go over a possible solution or rather something that might lower casualties.  It is a simple paper so I apologize if it seems redundant with what people already have.  I think people should like the overall idea.  I think I can't take the paper down.  People will see my mistakes.  But the overall suggestion should work.  I just failed on the math and am now embarrassed.  I had different pressures that made me try to push this out really quickly.  Sorry.  Hopefully something good comes from it.
