Two men are brutally murdered during a botched break-in at a bio-science laboratory. The lab is dedicated to improving bio-fuel production. Rumor in the energy community is that they may be nearing a breakthrough. During the robbery and murder, one person gets away. Tracking and finding the killer falls to a former Navy officer and current international rugby referee working for the Office of Directed Discretionary Operations. Stuart Mateus and his longtime partner Steve Benson are recalled from their day jobs to chase the murderer from seedy streets in St. Louis, to the National Mall in Washington, D.C., to the ancient city of Lisbon, Portugal, climaxing in a showdown on the volcanic island of Pico in the middle of the Atlantic Ocean.
