A brother-in-law of Mafia boss Gaetano Thomas Lucchese, Rosato was a delegate at the notorious Apalachin meeting of November 14, 1957. The upstate New York mob gathering met at the home of ailing beer distributor Joseph Barbara. As early as November 1952 Federal Bureau of Narcotics official George White had become the new crime boss in New York City. He replaced former hoodlum overlord Frank Costello.
