Newman v. Cleveland Police Department

This case has been referred to a panel of the court pursuant to Rule 9(a), Rules of the Sixth Circuit. Carl Newman (Newman) has filed a motion for leave to proceed on appeal in forma pauperis, and in his brief he has sought the appointment of counsel.
