Special Inspector General for Afghanistan Reconstruction Final Report on Why the Afghan Security Forces Collapsed February 2023

This United States US Government SIGAR Report, Special Inspector General for Afghanistan Reconstruction Final Report on Why the Afghan Security Forces Collapsed February 2023, responds to directives from the House Armed Services Committee and House Committee on Oversight and Reform and its Subcommittee on National Security concerning the collapse of the Afghan National Defense and Security Forces (ANDSF) in August 2021. The objectives of this evaluation were to (1) determine the factors that contributed to the ANDSF’s collapse; (2) assess any underlying factors over the 20-year security sector assistance mission that contributed to the underdevelopment of important ANDSF capabilities and readiness; and (3) account for all U.S.-provided ANDSF equipment and U.S.-trained ANDSF personnel, where possible.
