"Namely, in the 21st century, we will be facing adversaries with access to advanced technologies. Lacking skills in statecraft, there is no reason to believe they would not use these technologies to a perceived advantage. This is the only assumption you can make, anything else is wishful thinking. Recently, the press reported the Russian Federation is shipping special steel alloys to the Iranian government for use in their long range missile program (true over 20 years ago, and likely true today as of this writing. And now, of course, Ukraine for the past 1 1/2 years ,with no end in sight. 09/08/2023).
