The villainous Echo returns to The Dreaming in Part 1 of the 3-part "The Gyres". Battered, bruised and crippled by heroin addiction, Echo lies dying in a desolate New Orleans squat, while his sole remaining friend, Evangeline (introduced in THE GIRL WHO WOULD BE DEATH) hits the streets for a fix to tide him over.
