CIA operative Kate Devlin just broke a cardinal rule of espionage: Never create a terrorist.

These things happen in the world of intelligence, and it might not be so bad if her accidental terrorist, now a rising member of Yemen's most dangerous jihadi group, didn't have orders to kill American security consultant Nick Cavanaugh.
