Universal Income

The Consolidated City States of America (CCSA) were a carve out: part of America, but different from America. Instead of whole states with differing laws, the twenty first century settled for city stateswith extra-constitutional authorities. Limited to specific geographic areas, these labs of democracy appeared likely to fail unless they embraced innovative social policies - policies designed to realize the goal of universal income and improve the CCSA's financial outlook. The story encompasses ethical questions taken from today's headlines with a novel use for ancestoral DNA testing.
