False alarm on toll ring After perusing the DEC . 11 LETTERS, one could reasonably get the feeling the editorial staff prefers taxes over user fees. Every letter published excoriated the idea of tolls in Tidewater. The story that prompted these letters ("All tolled," front page, Dec. 8) could have done a better job of explaining the "Ring of Fire" graphic showing tolls at every river crossing as the absolute worst-case scenario. It's one that would probably never be implemented, as it would isolate the region.
