The state employees' retirement system was established by chapter 274 of the Laws of 1947. It was a complete act consisting of fourty-four sections, created for the benefit of the employees of the state, and it established a board consisting of seven members who were to administer the act, and to collect, invest, and disburse funds to be used in its operation.
