NATO’s Moving Goalposts Between Wales and Warsaw

This brief examines the main challenges facing NATO between the Wales Summit in 2014 and the Warsaw Summit in 2016. The context of increasing threats both in the South and the East, together with the lack of European leadership and the existence of competing interests between the major players of the Alliance, suggest a “transformation” of NATO to improve its flexibility and decision-making.
