In order to ascertain the ownership of the site, Northglenn searched the Weld County records, including the records of the
county clerk and recorder. This search revealed that the surface estate of the site was owned by a private corporation not
a party to this lawsuit and that the severed mineral estate was owned by the State of Colorado.
