Bader V. The

Lorene Bader, the personal representative for the estate of Hazel Massey, appeals an order of summary judgment dismissing the State of Washington (Eastern State Hospital), the Chelan and Douglas Counties Boards of Commissioners (Chelan-Douglas Mental Health Center), and the City of Wenatchee*fn1 from her action for  wrongful death. The issue is whether the court erred in dismissing all the defendants. We affirm in part and reverse in part.
