Introduction In 1995, an Individual Fishing Quota (IFQ) management system was introduced for the Alaska halibut fishery. With more than 3,000 participating vessels, 1994 landings of more than 44 million pounds, and a total ex-vessel value in 1994 of $84 million, the Alaska halibut fishery represents the largest fishery to date for which an individual quota management system has been adopted (ADFG 1995; IPHC 1995).
