QUETTA -- Since the party-less elections in 1985, the military junta delegated some powers to the civilians or the elected representatives in all parts of Pakistan giving them autonomy to use or misuse funds for development besides meeting the necessary state expenses. Former Prime Minister late Mohammad Khan Junejo, with the support of military dictator, launched the development schemes for the MPs, both members of the Parliament and the Provincial Assemblies in all the four provinces, by allocating special funds in millions on yearly basis.
