Guide to Establishing Monitoring Programs for Travel Time Reliability

This report from the second Strategic Highway Research Program (SHRP 2), which is administered by the Transportation Research Board of the National Academies, describes how to develop and use a Travel Time Reliability Monitoring System (TTRMS).
