ABSTRACT Nonparticipation in federal insurance plans as well as in contractual arrangements with other third parties has been the official policy of the Association of American Physicians and Surgeons (AAPS) since its founding. The initial reluctance of physicians to participate was, however, overcome by the lure of increased cash flow and the fear of being isolated and bankrupted as the majority of physicians signed on.
