Kaiju Chronos

Ethan Samberg is on the run, from the Time Travel Police.  When time cop and old friend Levi Katz shows up to arrest him, two kaiju attack the small island nation of Bhelkashan.  Is this connected to Ethan's time travel crimes?  Will this alter the future?  And why do we have Time Travel Police in the first place?
