HOLLAND, Justice: The plaintiff-appellant, Leon N. Weiner & Associates, Inc. (""Weiner""), is the owner of a parcel of land which was once operated as a quarry (""Quarry Parcel""). The Quarry Parcel adjoins a subdivided residential community in New Castle County, Delaware (the ""Numbered Lots""), known as North Hills Section C. The defendants-appellees, Earl D. Krapf and Donald T. Ziesel (collectively ""Krapf""), 1 each own one of the Numbered Lots.
