Mandy's life hangs in the balance as she battles to stay alive after an exposure to lethal levels of radiation in the Hollow cities. Her mind is fragmented and she is plagued by terrible nightmares. She struggles to determine what is real and what isn't.

It's been weeks since governess Hannah's spies were outed by the River-rat clan and a reprisal is imminent. The governess's paranoia grows, as a sketchy group called Unison carries out a devastating terrorist act against High Citadel. She is more obsessed with terminating an elusive and mysterious Glenna Westridge than dealing with the other threats within High Citadel.

Glenna flees to a damaged city called Enclave. She hopes to stay hidden and escape the governess's devoted assassins codenamed Egg heads.
