Using the Internet for locating information and completing business transactions has become a regular practice for many people. As a result, citizens are demanding greater online access to government information, including the ability to complete government-related transactions through Web sites. Electronic government (egov) is no longer an optional addition to traditional forms of providing government service; it is a necessity. In order to meet users expectations (raised by competitive levels of service and security offered by private sector Web sites), government leaders face many challenges in creating an effective egov.
