He binds his victim spread-eagle to a plywood wall overlaid with chain link fencing, paints blue circles—bulls-eyes—on her naked body, then throws Ninja stars at the circles. The Ninja star-throwing torture lasts hours, culminating with an intense round of hatchet throwing, aimed at her heart.

When the Bulls-Eye Killer abducts one of Pepper’s dear friends, Pepper follows the clues, leading her to discover the killer’s shocking true identity.
