Dr. Welch is a retired United States Army Master Sergeant (just like Joe) and a retired civil servant (also like Joe). With a background in history and business, he would rather ask the what if questions. Historians dismiss these as counter-factual and only write about what did happen. Your author would prefer to write about what did happen AND what might have then happened in order to learn from mistakes and provide a better future for us all.
