The future is in its third era of existence, and nothing seems to have improved. An unbearable planet, aptly named Backwater, officially known as poplar III, lies outside Imperium's law and control. It is a planet where human life is used up and discarded like disposable goods by the Mega-Corporations.

Xiao, a Genetically Enhanced Human, orphaned and left to fend for himself, climbs the mean streets of Backwater to be the Kingpin of the downtown gang.
