Action in the district court for Ramsey county wherein E. R. Starkweather sought a declaratory judgment establishing the invalidity
of a statutory provision that no part of an appropriation should be used to pay the salary of an assistant director of the
division of game and fish, which office plaintiff previously held. After findings for plaintiff, Robert V. Rensch, Judge,
defendants, Frank D. Blair as director of the division of game and fish, Chester S. Wilson as commissioner of conservation,
