1. Under Minn. Const. art. 5, ? 4, and Minn. St. 1941, ? 638.02 (Mason St. 1927, ? 10780), the state board of pardons may grant a conditional pardon, and this carries with it the power to grant conditional commutations, which to be binding must be accepted by the prisoner.
